Abstract : Disaster management is a crucial agenda that is important to reduce the risk of natural disasters, especially in school communities from pre-disaster, emergency response, to post-disaster. However, the trend that still occurs in society, especially in the province of West Sulawesi, in dealing with disasters is to only respond to emergencies (when a disaster occurs), resulting in physical damage and quite a few fatalities. For this reason, this research integrated the dimensions of reduction, readiness, response, and recovery to build an ideal School-Based Disaster Management model in minimizing disaster risk. The research combined quantitative methods to measure student and teacher perceptions with qualitative methods that explain the findings referring to the 4Rs. Apart from that, Smart PLS, SPSS and Nvivo 12 plus tools were used to present an interesting picture. The findings showed that school community-based disaster management by strengthening the 4R pillars in elementary schools had not been fully fulfilled optimally, especially in the response and recovery aspects due to limited resources, lack of awareness of the importance of disaster management, as well as challenges in building effective and sustainable collaboration with government, non-government (NGO) and private agencies. Although various disaster management programs related to disaster mitigation have achieved their goals, often these programs are short-term, and sustainability issues in these efforts are rarely addressed. Government, non-government, and donor agencies implemented various programs before and after the disaster, but these gradually decreased as time passed.
