Abstract : Along with traditional security issues focusing on political and military security, the world is now facing Non-Traditional Security (NTS) threats and disasters. This article reviews and analyzes non-traditional security threats and disasters (MNSTD) management in Vietnam in four domains: transnational crime; prevention of COVID-19 and dangerous diseases; environmental security and natural disasters; and cyber security. Drawing on a review of the standard literature on emergency responses and our own evidence-based experience at the Institute for Nontraditional Security, we offer MNSTD models for each of the four domains that might be of interest to the emergency response community. Central to our models is the advantage of cooperation internationally, regionally, locally, and intersectional across government, business, NGOs, communities, and citizens. And the need to proactively pursue prevention and mitigation.
